March is Women’s History Month, a time to recognize the remarkable contributions of women throughout history, including those in our own community. Bay Mills Community College (BMCC) is proud to celebrate the resilience, leadership, and impact of Indigenous women who have shaped our past and continue to lead us into the future.

Bay Mills Indian Community has a long history of strong women leaders. Following the passage of the Indian Reorganization Act (IRA) of 1934, the tribe adopted its first constitution and by-laws on November 4, 1936. In the early days of self-governance, women were already stepping into leadership roles.

Lucy LeBlanc, first woman Tribal President

On March 6, 1937, Bay Mills held its first tribal election. Among those elected was Lucy LeBlanc, Vice-President, who soon made history. When Herman Cameron resigned five weeks later, LeBlanc assumed the role of President, making her the first woman to serve as a Tribal President in Michigan and possibly the entire country. Her leadership paved the way for generations of Indigenous women in governance.

Fast forward to 2021, Bay Mills Indian Community made history again when, for the first time ever, the tribal council was composed entirely of women. This milestone was a testament to the strength and perseverance of women within our community.

Women’s leadership is also embedded in the history of Bay Mills Community College. Martha McLeod, BMCC’s first President, was instrumental in establishing the college and ensuring access to higher education for our community. Through her dedication, BMCC became a place where Indigenous students could pursue knowledge while remaining connected to their culture and traditions. Her vision and leadership laid the foundation for what BMCC is today; a thriving institution committed to academic excellence and community empowerment.
